o   General Scope

The Sacramento Municipal Utility District (SMUD) is remediating, including construction of a soil cover and drainage improvements, the approximately 12 acre North City Landfill disposal site (NCLF, Site), owned by SMUD, and the approximately 1.5 acre City of Sacramento (City) Lot 31 disposal site (Lot 31).  NCLF has approximately 11 feet of inert construction and demolition debris (C&D) some of which was placed by SMUD, overlying approximately 20 feet of burned or partially burned municipal waste (waste) disposed of by the City. Lot 31, previously part of the Blue Diamond Growers (BDG) property, is reported to be a sliver fill of C&D.  Both sites have a soil cover of varying thickness in place.


Although the Site is a pre-California Code of Regulations (CCR) Title 27 landfill, SMUD has agreed to perform Site remediation in compliance with select requirements of CCR Title 27 solid waste regulations as identified by the California Department of Resources Recycling and Recovery (CalRecycle), and regulated by the Sacramento County Environmental Management Department, the local enforcement agency (LEA). Additional oversight of groundwater quality is provided by the Central Valley Regional Water Quality Control Board (RWQCB).  The Site is listed as 34-CR-0005 per CalRecycle’s online Solid Waste Information System (SWIS). Site related documents are available on the SWIS website or included as references to this document.


SMUD will construct a 2-feet thick minimum soil cover with a minimum slope of 2 percent (%) over the NCLF to isolate the waste and provide rainfall drainage off of the Site.  On December 12, 2020, SMUD and the City entered into an agreement allowing SMUD to use City property identified as Lot 31, located immediately east of the far north end of the NCLF, for construction of a stormwater drainage ditch and infiltration pond for control of stormwater runoff from the NCLF.  As part of this agreement, SMUD will construct a 2-feet thick soil cover over portions of Lot 31 where C&D has been reportedly placed. The soil cover will be continuous between the 2 properties.


The Site has 4 existing high voltage transmission towers.  The existing transmission towers will remain in place and transmission lines will be energized during the Work.  Access roads with working pads to facilitate ongoing maintenance/construction activities associated with the transmission towers will be constructed over the soil cover.


The south end of the Site includes the decommissioned North City Substation. Portions of the substation concrete foundations, grade beams, slabs, duct runs, buried conduit containing electrical wire and cable, direct burial cable and wire, and grounding wire will be demolished, excavated and removed to a depth of 2 feet lower that the final cover grades.  Electrical wire and cables will be de-energized.


The Contractor shall furnish all supervision, labor, materials, equipment and incidentals necessary to accomplish the Work in accordance with the Contract Documents. As an overview, the scope of work includes fence removal, demolition of eastern portions of North City Substation concrete footings, grade beams, slabs, duct runs, conduits containing wire and cable, direct burial wire and cable, and grounding wire, abandonment of groundwater monitoring wells and landfill gas monitoring wells, site clearing, excavation of soil/C&D, with the possibility of small amounts of waste from the NCLF, excavation of soil/C&D from Lot 31, segregation and recycling of concrete, placement, compaction and grading of soil/C&D fill on the disposal site surface, placement, compaction and grading of soil over the NCLF and Lot 31 sites for final remediation cover; excavation of an infiltration pond on Lot 31, construction and geosynthetic lining of drainage structures, hydroseeding, construction of access roads and maintenance pads for the existing transmission towers, installation of a groundwater monitoring well, modifying landfill gas and groundwater monitoring pipe and protective casings, replacement of a perimeter fence; and furnishing, installing, maintaining, and complying with all best management practices (BMPs) required for a complete project.
