Posting Summary
The Contractor(s) shall provide all labor, material, and equipment required to perform the Service described as:   THERMAL POWER PLANT ENGINEERING SERVICES.  SMUD will award one or more contracts for a ten-year period for a total aggregate not to exceed amount of $10,000,000.  The first three years of the contract will have fixed labor rates.   Subsequent years will be subject to CPI matched increases.SMUD’s Balancing Authority includes power supply from three (3) combined cycle co-generation, one (1) simple cycle and one (1) combined cycle thermal power plants. Ownership of all of these plants is through Joint Powers Authority (JPA).  Late in 2021 all JPAs will be consolidated into a single JPA entity.  SMUD manages these JPAs and has set up a single operations contractor, Ethos Energy Group, for all of the thermal power plants.  The operations contractor coordinates operations and maintenance activities but includes SMUD in design change review and approval.SMUD has enacted a 2030 Zero Carbon Plan, which aims to reduce SMUD’s carbon footprint to zero, rather than net-zero by 2030.  Significant changes for the current thermal fleet are therefore expected to occur over the next decade.  At this point in time, at least two plants, McClellan Peaker and Campbell’s Soup Cogeneration plant are projected to cease operations in 2024 and 2025, respectively, subject to confirmation of ongoing reliability studies to confirm alternate capabilities in SMUD’s overall energy portfolio.  However, as SMUD actively pursues new technologies, and as opportunities present themselves, there will be transitions to the thermal fleet that are currently unknown, and that will be dependent upon significant market drivers.  SMUD is looking to contract with firm(s) that have thermal plant industry expertise and proven capabilities to maneuver in new and innovative territories focused on zero carbon solutions.
