The Sacramento Municipal Utility District (SMUD) is issuing this Request for Proposal (RFP) to establish a Master Services Agreement (MSA) for Cybersecurity Services during a period of up to five (5) years. SMUD intends to award one or more contracts to the highest evaluated proposer(s) in eight (8) functional areas (categories). Individual tasks will be utilized to authorize work as needs are identified and may be awarded to one or more Contractors at SMUD’s sole discretion.   

Questions & Answers
The RFP Section D requests 4 reference projects that confirm the bidders ability to meet Mandatory Requirement #3; and section 6.9.5, Evaluation Criteria 5, Category Specific Experience, each category requests 1 reference project. Would SMUD accept/welcome more than 4 and 1 reference project respectively?

Hi Dejona,

Do we need to submit the Cybersecurity Chain Risk acceptance at this time?  If so, how do we go about submitting it?   I do see the Cybersecurity Chain Risk Acceptance in the 3 sample contract, do we just open one of them and copy/paste that section into a separate word document and sign and date it as acceptance of the Cybersecurity Chain Risk?

Hi Tommy, the Cybersecurity Chain Risk acceptance does not need to be completed at this time, but will be included in any resulting contracts once vendors are awarded contracts. Thank you!

Hi Dejona - Happy New Year! In a previous question, you noted that all work will be done remotely. If we use a team of non-California residents, does this exempt us from completing and complying with 6.2 (Injury and Illness Preveion Program that meets California Labor Code Section 6401.7)?

Hello There,
in the Pre-Bid conference, i had asked a question about relaxing the Mandatory requirement related to 4 years of US energy experience. Can you we please get a response to that request? Are you making that exception or not? Please let us know.

HI I have a few additional questions:
1. Is there any documentation that would have more details on this contract?  For example
- The size of the network, how many users is the contract supporting, how many endpoints?
2.  The number of hours listed in the categories section, is that annual hours?
3. To confirm, the opportunity amount of $1M to $5M USD is for 36month or 12 month?
4. In the RFP it mentions that some category/task are professional services and some are staff augmentation, where can I find the breakdown?
5. Will we be expecting to provide solutions, tools and licensing or will we be using existing tools?
- If new tools and licensing is needed, will the cost be included in the bid?

Good Afternoon,

Please see our responses to your questions below:
1. All information that is available has been included in the RFP document already.
2. The anticipated hours listed is for the initial three year contract.
3. The $1M amount is for up to a five year contract term (initial three year contract with two optional one year extension periods thereafter).
4. At this time, that information is not known, as the tasks will be released on an as needed basis, and we do not know what is coming down the pipeline yet.
5. These contracts are for services only, no technology will be purchased or is expected to be purchased utilizing these agreements.

3. To clarify.  The opportunity amount stated above says $1M to $5M.  The bid amount will for the contract will be for initial 3 years contract with 2 year optional and 1 year extension.   (total of 6years)  Meaning the bid amount should account for all 6years not to exceed $5M USD?

Hi there,

Yes, Ariba does show a range of $1M-$5M for the RFP because a range has to be selected, but in the RFP document it specifically states that the aggregate of all contracts under this MSA shall not exceed $1M for up to the 5 year term. This may change later down the line, but for now, that is the estimated amount. Please complete the bid schedule for the category(ies) that you are proposing in their entirety.

We have the following questions:
1. Will SMUD consider applying the Cybersecurity Supply Chain Risk Appendix to only Task Orders that related to OT scope subject to NERC CIP 13 requirements rather than a blanket application which may limit participation?
2. How does SMUD recommend prime contractors set SEED vendor goals when distribution of work among the 8 categories will not be known until the TOs are published?
3. What is the anticipated split in task orders and contract value between Professional Services and Staff Augmentation.
4. The Commercial Description has a 30% weighting and includes both pricing and acceptance of SMUD sample contract terms. How will SMUD spread the 30% across pricing and contract terms?
5. Travel and Living is not mentioned in the RFP. Will all work be remote?

1. This is still in discussion with the team and I will have a more firm answer to share with the group later today.
2. Each category is evaluated on its own and a bid schedule and subcontractor designation form must be completed and submitted for each category you wish to submit a proposal for. We understand that subcontracting may differ depending on the category so vendors should take this into consideration when submitting their proposals. Please be sure to submit a separate bid schedule and subcontractor designation form for each category you wish to submit a proposal for.
3. At this time, that information is not known, as the tasks will be released on an as needed basis.
4. The 30% is for pricing alone, and does not take into account any terms and conditions.
5. At this time, all work is expected to be performed remotely. If there are any tasks in which the vendor is required to be on-site, travel will be paid in accordance with the Sample Contracts, Appendix - Schedule 1, Section 5.
