SCOPE:  

The Contractor shall furnish all supervision, labor, materials, equipment, and incidentals necessary to accomplish the work in accordance with the Contract. The work generally consists of:  

·          Completing all work to the highest standard of safety consistent with SMUD requirements, Federal and Local requirements, and meeting or exceeding industry best practice.  

·          Qualification of personnel using an approved Operator Qualification system.  

·          Fabrication inclusive of welder qualifications and procedures, welding, material procurement, materials and work quality management systems, hydrotesting, and installation.  

·          Performance of work on a live gas transmission pipeline including but not limited to welding, in-service welding, bolting, installation of repair sleeves, working in rural and metro areas.  

·          Excavation activities in accordance with SMUD requirements using both mechanical and hydro excavation methods where approved, installation and regular inspection of shoring systems, and associated site safety inclusive of traffic control and air monitoring.  

·          Modifications and/or welding to any pipeline appurtenances within or outside SMUD valve stations.  

·          Painting and application of pipe coatings in accordance with best practices outlined by the NACE Coating Inspection Program.  

·          Professional quality documentation and oversight by personnel certified in Quality Control and Inspection by standards groups relevant to the work such as ACI CP-21, NACE CIP, CWI, API 1169, et cetera.  

The purpose of this RFP is to solicit proposals from qualified firms for an on-call (as needed) Construction Services Contract. The intent of this Construction Services Contract is to support SMUD’s Gas Pipeline Operations by performing both minor and major modification projects on SMUD’s natural gas transmission pipeline.
