Scope of Work:

The Sacramento Municipal Utility District (SMUD) is a customer-owned utility providing electric service to the residents and businesses of Sacramento County, CA.  SMUD currently serves the entire geographic region of Sacramento County and the southern tip of Placer County and has approximately 550,000 residential accounts. In the market that SMUD serves, customers are highly aware of SMUD and have a high level of customer satisfaction and loyalty to SMUD.


The HomePower service was launched in late 2002.  Approximately 25,000 customers are enrolled and thousands more are expected to join.  SMUD promotes the program several ways, for example, with inserts in the SMUD electric bill, through direct mail to customers’ homes, on the SMUD website and through partnerships with retail stores.


The HomePower Service (HPS) is a subscription-based service for minor electrical repairs.  Customers pay $7.50 per month on their utility bill to participate.  Owner-occupants and landlords of single-family dwellings (up to 4 units per dwelling) are eligible to enroll. There is an annual $500 limit for repairs per customer.  After enrollment, there is a wait period (up to 6 weeks) before the customer is eligible to request repair service.  The service includes minor electrical repairs performed by licensed electrical Contractors who are contracted by SMUD.


SMUD handles the initial telephone inquiries from customers for the request of service. The Contractor is notified by SMUD of the request for service, which results in a direct referral of the customer to the Contractor who provides the covered services. Approximately 4,000 service requests per year are expected from HomePower participants during the term of this contract.    When the repair is completed, the Contractor invoices SMUD for the work performed.  SMUD pays the Contractor directly, based on the fees outlined in their contract.


The Contractor shall provide repair or replacement of failed electrical components as described in “Attachment A-Covered Services” for SMUD’s HomePower Service participants.



The Contractor shall furnish all supervision, labor, materials, equipment, transportation and incidentals necessary to accomplish the work in accordance with the contract.  The Contractors are not responsible for the cost of advertising used by SMUD to promote the program.
