In July 2021, Nova Scotia signed the Canada-Nova Scotia Canada-Wide Early Learning and Child Care Agreement (CWELCCA) and announced a workforce strategy, "Excellence in Early Childhood Education." This strategy will support the development of a Canada-wide early learning and child care system where families can access high-quality, affordable, flexible, and inclusive programs no matter where they live in the Province. Under this strategy, EECD committed to conducting a review of Early Childhood Educators (ECEs) compensation and developing a compensation framework to provide better pay and benefits for trained ECEs to encourage recruitment, retention, and professionalization of this profession.   

As a first step, ECE wages needed to be improved immediately, and this occurred in November 2022 with the implementation of a wage scale for all provincially-funded Child Care Centres and Family Home Child Care Agencies. Due to the need for increased research, analysis, and consideration of options for benefits and retirement savings options, it was communicated that additional information would be provided to the sector in 2023 with implementation before the end of the year.   

This RFP aims to source an employee benefit consulting firm with recent experience and relevant knowledge to assist in creating, reviewing, and analyzing options, followed by recommending and supporting the implementation of a standardized employee benefits plan, including retirement savings benefit, for approximately 2600-3000 ECEs working in provincially funded and licensed child care settings in 2023. Notably, about 67% of these ECEs shared in a 2022 survey that they currently have a benefits plan, however, specific details of these plans is not currently available.   

From previous work, it is understood that there are multiple ways to achieve this outcome, including the following potential options:  

·          Joining an established benefits plan,  

·          Establishing a new employee benefits plan, or   

·          Funding employers directly to provide benefits to their employees.  

EECD is interested in the analysis of these three options and any other potential opportunity determined to be of relevance for consideration as part of this work.   


The employee benefits consulting firm that will be selected as the successful proponent of this RFP will assist EECD in the following deliverables through potentially three phases.
