Posting Summary
The Government Resource Center (GRC) is requesting a proposal to serve as survey vendor for the 2024 and 2025 Ohio Pregnancy Assessment Surveys and Ohio Fatherhood Surveys.  

The Ohio State University (OSU) on behalf of the Government Resource Center (GRC) is soliciting competitive proposals (Proposals) for activities relating to the 2024 and 2025 Ohio Pregnancy Assessment Survey (OPAS) iterations and the 2024 and 2025 Ohio Fatherhood Survey (OFS) iterations (the Work). If a suitable offer is made in response to this RFP, OSU may enter into a contract (the Contract) to have the selected Bidder (the Contractor) perform the Work. This RFP provides details on what is required to submit a Proposal for the Work, how OSU will evaluate the Proposals, and what will be required of the Contractor in performing the Work.  

This RFP also gives the estimated dates for the various events in the submission process, selection process, and performance of the Work. While these dates are subject to change, prospective Bidders must be prepared to meet them as they currently stand.  

The OPAS is administered on behalf of the Ohio Department of Health (ODH) and the Ohio Department of Medicaid (ODM) by the GRC for the purposes of identifying groups of women and infants at high risk for health problems, monitoring changes in health status, and measuring progress towards goals in improving the health of mothers and infants. The OFS is a complementary survey project administered on behalf of ODH and ODM by GRC for the purposes of understanding fathers’ behaviors and attitudes, monitoring changes in health status, and measuring progress towards goals to improve the health of fathers.   

Bidders must have extensive expertise in survey-related statistical methods including study design, data cleaning and imputation of missing data, survey weight construction for cross-sectional samples, and small area estimation.  

Bidders must have extensive expertise in multi-mode data collection, including paper-based mail surveys, computer-assisted web interviews (CAWI), and computer-assisted telephone interviews (CATI).  

Bidder should demonstrate successful experiences working with staff of government agencies and universities. Serving as the OPAS and OFS survey research vendor involves close communication with the ODH, ODM, and other partners of interest (e.g., academic institutions). As such, the Bidder should demonstrate successful experiences working with staff of government agencies and universities.
