Under section 1.0 Purpose and Background, it is detailed that this IFB's purpose is professional inspection and testing of the installed fire alarm systems. In order to receive competitive bids we would ask for alignment to NFPA 72 in conjunction with North Carolina fire alarm code to be the criteria for these services requested in lieu of factory certification (5.1 General).
Referencing NFPA 72 2013 edition:
14.2.3.6 Service Personal Qualification & Experience - Service personnel shall be qualified and experienced in accordance with the requirements of 10.5.3.
10.5.3 Inspection, Testing, and Service Personnel. (SIG-TMS) Personnel, either individually or through their affiliation with an organization that is registered, licensed, or certified by a state or local authority, shall be recognized as qualified & experienced in the inspection, testing, and maintenance of systems addressed within the scope of this code.
Based on the equipment installed, all fire alarm control panels would have to be programmed by the panel manufacturer. Thus making this bid less competitive and cost effective for the state.
