Does Michelin have incumbent contractors performing recruiting work currently? If so, are the eligible to bid on this requirement?

At the present time no bids are being accepted or requested.  This initiative is only to identify potential companies who can provide recruiting services for full time permanent positions.  As a general rule any incumbent suppliers would be involved in any bidding process, which would be covered in a later phase of the project.

This request is NOT...
- Related to temporary staff.
- For an RPO program.
- An invitation for solicitation.  Companies who do not adhere to the request, or try to circumvent the process and seek to make contact via email or phone will not be considered.

What are the main locations in the US that these positions will be in?

There are multiple locations in the US and Canada.   The Headquarters for Michelin North America, and a significant portion of their operations are in South Carolina.   A web search would provide additional information, and here is a link as well...
