TransLink is Metro Vancouver's regional transportation authority, responsible for regional transit, cycling and commuting options including roads and bridges. Project Summary  
TransLink is seeking a qualified advisory firm with industry knowledge and experience to deliver a study on Technical Drawing and Library Management Systems. TransLink’s business goal is to replace the Library Management System and establish a technical drawing and document management system at the enterprise level to facilitate best practices and improve processes, and to ensure users have easy access to the most current drawings and documents. A qualified advisory firm with industry knowledge and experience will deliver a study that outlines current state, future state, and identifies functional and non-functional requirements and processes of a future system. The study will evaluate existing enterprise applications (OpenText and SharePoint) as well as other industry leading solutions. If required, the study will conduct a Request for Information (RFI) to identify and short list suitable vendors/software through a market scan. The study will also recommend a preliminary design which will include a practical roadmap to help TransLink and the operating companies achieve its business goals.    
 
The purpose of the study is to:
  • Define the Technical Drawing and Library Management System current state.
  • Assess the current state processes and functionality. Develop future state processes and functionality.
  • Document detailed functional and non-functional requirements.
  • Recommend system option(s) and architectural solutions.
  • Determine if an existing enterprise application (OpenText Content Server and/or SharePoint) sufficiently meets these future state requirements; if not, identify suitable vendors/software through a RFI, market scan or based on industry knowledge of suitable solutions.   
  • Develop a roadmap, and action plan with timelines, deliverables, resource requirements, risks and costs estimate for subsequent implementation (i.e. business case and project plan for implementation of recommend solution).
