South Coast British Columbia Transportation Authority (SCBCTA) also known as TransLink is responsible for planning, financing and operating the public transportation system throughout Metro Vancouver pursuant to the South Coast British Columbia Transportation Authority Act.           
        
TransLink, together with our partners, stakeholders and operating companies, collectively forms the TransLink Enterprise (collectively the “TLE”)           
         
Project Summary      
        
The current SkyTrain radio system includes two (2) parts:
 
 1) VRS (Vehicle Radio System) for voice and data communications with trains and passengers on board trains.’
 
2) OMR (Operation and Maintenance Radio System) for portable and mobile radio communications amongst BCRTC Operations, Maintenance and Control Room staff.  
 
Reference to the radio system includes both parts unless otherwise specified.  The current SkyTrain radio system parts are approaching capacity limits and are facing end of life support issues.  A new radio communication system is needed to address these concerns, including new expansions, new functions and features for improved operation for safe and secure passenger service.  The SkyTrain Advanced Radio System or STARS project was initiated by TransLink and BCRTC for the new replacement radio communication systems.  
 
 The present and future operational requirements are outlined in Section 2. Interested parties are encouraged to propose technology solution(s) for the infrastructure(s) necessary to implement the required voice and data requirements or integrated solutions or both.
