This is a “Sheltered Market” procurement solicitation, under Sacramento Municipal Utility District’s (SMUD) Supplier Education & Economic Development (SEED) Program.  It is available only to SEED Program qualified suppliers having California Department of General Services (DGS) certification and SMUD customer qualification.  See SEED Program Qualification on Page 11 for detailed requirements.
