SMUD is seeking one or more environmental analytical laboratories to provide certified analytical testing of environmental sample media that will include, but are not limited to: soils; sludge; sediments; waste-water; ground-water; drinking water; surface water; soil-gas; air; petroleum products; dielectric oil; PCB-contaminated oil; metals; and other waste materials (e.g.,  rock, concrete, building materials, and solar panels, etc.). The list of certified analytical testing methods is identified in the Bid Schedule. Media will arrive in the container specified for the media.   

SMUD conducts environmental sampling on a routine and non-routine basis. In some cases, sample results are not needed in an expedited timeframe; in other cases, analytical results are needed as expeditiously as possible to avoid project delays. Preference will be given to laboratories that can demonstrate the ability to accommodate 24-hour turn-around-times, including courier travel time. Multiple contracts will be awarded to allow for focused analytical support and for contingencies.  

Samples will be collected and submitted to the laboratory by SMUD personnel or by SMUD-contracted consulting firms under separate contract (referred to as designees in this RFQ). Although samples may be submitted to the laboratory by SMUD’s designees, the Bidder will be responsible for submitting analytical results and invoices directly to SMUD.
