SMUD is seeking proposals from qualified firms to conduct a comprehensive benchmarking study regarding cost optimization. The purpose of this project is to identify opportunities to reduce cost and increase operational efficiency based upon industry and world-class best practices.    
1.1.      GENERAL The Proposer shall provide all labor, material, and equipment required to perform the Service described as:            COST OPTIMIZATION BENCHMARKING STUDY AND SERVICES.  
  

The primary objectives of this benchmarking initiative include:  


1.       Evaluate SMUD’s current cost structure and Full Time Equivalent (FTE) metrics. Includes all Overhead, O&M and Capital expenses.  


2.       Benchmark SMUD cost performance against a minimum of three (3) other U.S. electric utilities (combination of public and private) to gain insights into industry-specific best practices.  

a.       Identify cost-saving opportunities and provide recommendations related to ongoing operations, overhead, capital, organizational structure, etc.  

b.       Provide additional recommendations for optimizing operational efficiency and cost performance.   

c.       Identify risks associated with each recommendation and provide corresponding mitigation strategies.  

d.       Provide organizational alignment comparisons and provide best practices related to cost and FTE utilization.   


e.      Provide recommendations for optimizing SMUD strategic investments and organizational structure based upon industry best practices.
